PROJECT DESCRIPTION:
Location – Obsidian Solar Center LLC is developing a photovoltaic (pv) solar power generation facility in Lake County, Oregon, near Fort Rock and the three existing 500-kV transmission lines that make up the California Oregon Intertie.

Project Summary - The Obsidian Solar Center will consist of up to 4,000 acres and provide a nominal generating capacity of up to 400 MW ac (up to 680 MW dc), and an average generating capacity of up to 200 MW ac.
The Obsidian Solar Center is permitted for both pv solar power generation technology and battery storage technology. How the generation and storage technologies are combined and built will depend on the needs and preferences of the project/power buyer(s).
The Oregon Energy Facility Siting Council issued a Final Order on Obsidian’s Application for Site Certificate (ASC) on
February 25, 2022, and issued the approved Site Certificate on March 25, 2022.

- Project Need and Benefits - The project is slated to include up to 400-MW of utility-scale solar with energy storage to help replace Pacific Northwest coal plant retirements. The project is designed to be the largest and lowest cost solar facility in the Pacific Northwest.
- Economic Development and Job Creation: We anticipate that his project will provide approximately 150 construction jobs once the project has construction has begun. When the project is completed, the Solar Center will support 6 to 10 full time employees in ongoing Operations and Maintenance.
- Local Tax Revenue: Obsidian Solar center has entered into a property tax agreement with Lake County. At full construction we expect additional property tax revenue to be approximately $28 million over the life of the project, which will benefit local taxing districts such as the school district, health district, library and others.
- Timeline –The Obsidian Solar Center at Fort Rock is a flexible, large-scale solar and storage project under development with 100% site control and full land use approval. The interconnection process with Bonneville Power is well underway. Preconstruction compliance under state (EFSC) siting is under way in preparation a 2023 construction start. Anticipated COD is September of 2026.
